Mullins Mill was built in 1784 and was purchased by KREE in the 1990’s. It comprises two buildings a tuck mill and a flour mill. The tuck mill houses Kells Mill Craft Centre and the upper floor of the Flour Mill hosts Jen’s Café. The conservation of the industrial heritage of the community is central to this development plan. This plan also identifies a need to develop an area within the village to share the heritage of Kells with visitors in a measured fashion. The remainder of the Mill was opened on a trial basis as a Visitors centre in summer 2018 and was deemed successful. Subsequent consultation with relevant authorities recommend commencing work on a development plan and master conservation plan for the buildings and the surrounding land, to firstly ensure the building is conserved and secondly explore how the building can be adapted and used to meet future needs (in other words, one plan plotting out the development and business case and a second plan outlining remedial conservation work and any proposed intervention).
