Pillar 1 Environmental Plans and Proposals

The following are for the natural and built environment, community facilities and village infrastrucure.

Natural and Built Environment

1 A grant of €28,000 which was secured under Leader to assist with this work fell into abeyance in August 2018. Success of the project is contingent upon the good will of the landowners. Its presence in the Action Plan brings additional weight to bear in this
regard.
Community Facilities

2 Kells Sports Centre applied to the Sports Development Fund in 2016 for grant-aid to the total of €45,000 with no success. Later on in the same year an application for grant aid to an amount of €75,000 was made. This was followed by another application in 2017
for €80,0000. None of these applications were successful.
Kells Sports Centre has raised funding to the tune of €20,000 to support such applications.

3 The cost of works pertaining to the immediate upgrade of Kells Hall will be carried locally.
4 The extension of Kells Childcare Facility and The Community Centre for the village.
There are a number of drivers within the community for this:
• The current scout hall which was built in the mid-1900’s is no longer fit for purpose. It’s not compliant with any building and fire regulations, there are significant problems with the capacity of storage and catering areas.
• The current crèche facility is at maximum capacity, with the Kells Primary School being
used as an overflow due to high numbers.
• There is no large community facility within the village to accommodate large activities,
meetings or other indoor events.

Therefore it’s planned to develop a multi-use community facility within the village that will cater for the needs of all these community groups.
